Fourth training in the CLEWs modelling framework in Bolivia
La Paz-Bolivia from the 4th to the 9th of February
A training program on the Climate, Land, Energy and Water systems (CLEWs) model in Bolivia concluded with a final workshop in La Paz-Bolivia from the 4th to the 9th of February. The workshop was organized by UNDESA and UNDP with support from KTH-dESA PhD candidate . During the workshop participants were engaged in development of scenario analysis on key policy issues identified by Government counterparts; namely i) bioethanol production from sugarcane to meet mandated volumes for gasoline blending as required under the new biofuels law; ii) biodiesel production from soybean as a means to maintain output from the soy sector, which has been negatively impacted by falling exports due to changes in regional preferential tariffs; and, iii) analysis of the costs and benefits of large scale investments in multi-purpose dams and reservoirs. Government officials from the Social and Economic Policy Analysis Unit of the Ministry of Planning and Development, the Ministry of Environment and Water, the Ministry of Hydrocarbons and the state-owned Electricity Company (ENDE participated in the workshop. The expected outcome from this capacity-building program, which has included remote support sessions in addition to in-country workshops, is a set of policy notes and technical reports that will be presented to national stakeholders in a dissemination workshop scheduled to take place in the second quarter of 2019.
